2012年，欧洲央行发布《虚拟货币体制》的报告中做出规定，认为虚拟货币就是一种能够被虚拟社区成员认可、接受和使用的数字货币，它的发布和监管不受官方控制只由其开发者控制。

维基百科对虚拟货币表述为：虚拟货币是电子货币形式的替代货币。目前，任何政府的中央银行都没有表示要发行虚拟货币，也不一定要有基准货币(汇率报价中作为基础的货币，即报价表达形式为每一个单位的货币可换多少另一种货币。

Wikipedia describes virtual currency as a substitute currency in the form of an electronic currency. 第一，非法定性。首先，信任是任何货币系统的核心。一国的法定货币信用着重依赖于该国家的信用，虚拟货币并不是由具备货币发行权的中央银行发行，其发行不是由国家主导的，不以国家的信用为支撑点。虚拟货币的信用基础是基于参与者的信任，参与者相信其具有价值，且参与虚拟货币的人越多其信用度就越高。其次，虚拟货币的发行和流通主要受到互联网发展程度的影响，不受国家机关的控制。无论是哪种类型的虚拟货币均不由国家机关发行，而是由每一个互联网运营企业发行。因而，虚拟货币的发行主要取决于发行虚拟商品的主体，而不是国家机关，因此虚拟货币具有非法定性。

First, trust is at the heart of any monetary system. A country’s legal monetary credit is focused on relying on the credit of the country. Virtual currencies are not issued by central banks with the right to issue money, which are not country-led, and are not supported by the credit of the country. The credit base for virtual currencies is based on the trust of the participants, who believe in their value and the creditworthiness of the participants is higher.

第二，虚拟性。虚拟性不是说某一物体不存在，也非虚幻存在，而是因其没有具体实物形态，因此被称为虚拟性。从虚拟货币的诸多角度来说其都具有虚拟性。首先从其存在形态来说，它由一连串代码组成，与现实中的商品以及货币不同，现实生活中的货币以及商品都有具体的存在形态。其次从其流通领域来看，虚拟货币流通领域不是现实商场而是虚拟网络电脑终端。如有些游戏网站发售的虚拟货币仅仅是为了购买兑换本网站的装备而无法购买现实商场内的商品。现实生活中的货币的交换却不一样，人们可以持货币去不同的门店消费，也能够在实体店购买商品，甚至可以用法定货币购买虚拟货币。

第三，匿名性。所谓匿名性是相对于现实生活中真实商品的交易而言的，现实中绝大多数的实时交易，都是通过双方面对面的方式完成。虚拟货币的交易却不同，它的交易不需要面对面进行，只需要在虚拟货币交易平台上匿名进行就可以完成交易。虚拟货币的匿名性有利于保护双方的个人隐私，避免传统交易平台因泄露隐私为交易双方带来的弊端。也因为虚拟货币的高度匿名，更多的用户才选择使用该方式进行交易。以比特币为例，起初中本聪在利用比特币交易时，没有个人信息的交换，没有可以提供中本聪真实身份的细节，只有两名经验丰富碰巧也理解货币体系的程序员就事论事的交流，这正是虚拟货币交易匿名性能够保护个人信息的体现。
