前 言

  “十四五”時期是我國開啟全面建設社會主義現代化國家新征程、向第二個百年奮鬥目標進軍的第一個五年,也是北京建設國際科技創新中心、構建高精尖經濟結構的關鍵時期,更是豐台區加快産業轉型建設現代化經濟體系,推動科技創新、經濟發展“上臺階”的戰略機遇期。豐台區既屬“一主”,又處“一軸”沿線,是“四個中心”功能的集中承載地區,北京城市總規賦予了豐臺科技創新和金融服務的融合發展區功能定位。新的歷史時期,國家高品質發展和北京國際科技創新中心建設要求豐台區更加聚焦高精尖,提高經濟品質效益和核心競爭力,走出一條高品質發展的“豐臺模式”,打造首都發展新空間和科技創新主引擎,推動“妙筆生花看豐臺”美好願景成為現實。

The 14th Five-Year Period was the first five years of my country's drive to open a new, comprehensive socialist state, and to fight for a second century, and was the key to the creation of the International Centre for Science and Technology and the construction of a highly sophisticated economic architecture in Beijing. The new era of history, national high quality development and the construction of the International Centre for Science and Technology in Beijing called for a greater focus on excellence in the region, an increase in the efficiency of the economy and in the core of the competition, a move away from a “big model” of high quality development, and the creation of a new engine for technological innovation and technological innovation in the capital.

  為加快構建高精尖産業結構,推動全區經濟高品質發展,按照區委區政府工作部署要求,依據《北京市“十四五”時期高精尖産業發展規劃》《豐臺分區規劃(2017年—2035年)》《中共北京市豐台區委關於制定豐台區國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標的建議》《北京市豐台區國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標綱要》等文件制定本規劃。

In order to speed up the construction of high-precision industrial structures and promote high-quality economic development throughout the region, the Plan is based on the Beijing Plan for High-precision Industrial Development in Beijing, “The 14th Five-Year Plan” (2017-2035), which is based on the recommendations of the Beijing Committee for the 14th Five-Year Plan for the Development of the National Economy and Society and the 2335-Year Vision for the Development of the National Economy and Society of the Beijing City, which are set out in the 14th Five-Year Plan for the Development of the National Economy and Society of Beijing.

  規劃中所指高精尖産業包括先進製造業、軟體和資訊服務業、科技服務業,本規劃是豐台區“十四五”時期高精尖産業發展的頂層設計,實施期限為2021年—2025年。

The high-precision industries identified in the plan include the advanced manufacturing, software and information services industries, and the technology services industry. The scheme is a top-level design for the development of high-precision industries in the “14-05” era in the rich Taiwan region and is implemented from 2021 to 2025.

  一、回顧和展望

I, retrospect and outlook

  “十三五”時期,在區委區政府的領導下,全區上下貫徹落實新發展理念,圍繞首都中心城區功能定位,深入推進新一輪城南行動計劃,堅決疏解非首都功能,以供給側結構性改革為主線,轉變發展方式、優化經濟結構、轉換增長動力,積極構建高精尖産業結構,促進全區經濟高品質發展,為北京建設國際科技創新中心提供有力支撐。

During the period of the 13th Five-Year Plan, under the leadership of the regional government, the whole region has embarked on a new vision of development, moving around the central city of the capital, moving further into a new round of south-town operations, addressing the non-capitalization of non-capital functions, focusing on structural change, transforming the development approach, improving the economic structure, transforming the momentum, building up highly sophisticated structures, promoting high economic quality throughout the region, and providing strong support for the creation of an international science and technology innovation centre in Beijing.

  産業綜合實力不斷提升。“十三五”期間,豐台區緊緊圍繞承載、服務、保障首都“四個中心”功能,堅持新發展理念,按照穩中求進工作總基調,培育壯大高精尖産業,引領全區經濟高品質發展。2020年全區擁有高精尖法人單位559家,實現營業收入1304億元,較上年增長22.4個百分點,高出全區經濟增速22.1個百分點。工業、資訊傳輸、軟體和資訊服務業、科學研究與技術服務業等三大産業實現增加值454.5億元,佔地區生産總值比重達到24.5%。

During the period of the 13th Five-Year Plan, the Toyota region was tightly surrounded by the functions of carrying, servicing, and safeguarding the capital's “four centres” and maintaining the concept of new development, in keeping with the general thrust of steady progress in the pursuit of jobs, to foster a strong and highly sophisticated industry and to lead the region to high-quality economic development. In 2020, there were 559 highly qualified corporate units in the region, generating real income of $13.4 billion, up 22.4 percent from the previous year, up 22.1 percent from the region's economy.

  科技創新能力大幅增強。2020年全區擁有孵化機構65家(包括孵化器24家,眾創空間41家),匯聚國家級企業技術中心8家、市級企業技術中心61家、重點實驗室26家、工程技術中心4家,建設全國首家信用産業創新中心,先後成立北京軌道交通協同創新研究院、北京地鐵運營公司技術創新研究院等一批新型研發機構。簽訂各類技術合同3257項,技術合同成交總額突破千億元,達到1081.4億元,較2015年增長113.1%。一批具有自主知識産權的創新成果紛紛落地,交控科技獲得行業首張互聯互通的CBTC系統CURC證書,航太科工慣性公司旋轉導向系統打破國際壟斷填補國內空白。

In 2020, 65 incubators (including 24 incubators and 41 in public spaces) were set up in the region, bringing together 8 in the National Centre for Technology and Technology, 61 in the City Centre for Technology and Technology, 26 in the Point Laboratory and 4 in the Engineering Technology Centre, setting up the country’s first credit start-up centre, and establishing a new set of research and development institutions such as the Beijing Track Traffic Association and the New Institute for the Development of Technology and Technology of the Beijing underground railways.

  創新主體培育發展壯大。産業發展新動能新活力不斷增強,形成了軌道交通、航空航太兩大千億級産業集群。高技術産業發展迅速,2020年高技術製造業實現總産值117.8億元,佔工業比重達到35.6%,較2017年提高9.4個百分點。推動高水準創新主體發展壯大,“十三五”期間全區培育1家獨角獸企業、2家製造業單項冠軍示範企業和2個單項冠軍産品、3家國家級專精特新“小巨人”企業,儲備高精尖産業項目150余個,先後納入市級高精尖項目庫近30項,國家高新技術企業保有量超過1600家,科創板首批上市企業數量並列全市第一。

  産業提質增效成果顯著。全區緊緊抓住疏解非首都功能“牛鼻子”,深入推進疏解整治促提升專項行動。“十三五”期間關停退出工業污染企業167家,實現“散亂污”企業動態清零,完成134家一般製造業企業調整退出。累計拆除違法建設1187.6萬平方米,騰退空間1513.2萬平方米,實現土地供應283公頃,為高精尖産業發展厚植了廣闊的發展空間。品質效益持續優化,2020年全區高精尖産業每人平均收入達到144萬元,中關村豐臺園每人平均、地均産出率均位列示範區第二位。

During the 13th Five-Year Period, 167 industrial pollution companies were shut down, leaving “disruptive” businesses with zero activity and completing the restructuring of 134 general manufacturing enterprises. The demolition of 11,876,000 square metres of illegal construction, the retreating of 1,532,000 square metres of space, the realization of 283 metric tons of land supply, and the development of open spaces for highly sophisticated industries.

  主動融入京津冀協同發展。發揮豐台區京津冀協同發展的重要節點優勢,加強與津冀兩地交流與合作,全力打造京津冀協同發展新標桿。建設中關村科技園區豐臺園保定滿城分園,形成“京研滿造”的高端産業發展模式,與天津市西青區簽署系列合作框架協議,與滄州高新區共建協同示範園,一批重大項目落地達産,河北京車首列地鐵列車下線交付,産業協同邁上更高臺階。

The 14th Five-Year Period is a critical strategic period for accelerating the construction of high-precision industrial structures and promoting high-quality economic development throughout the region, moving into a new phase of development, incorporating new development concepts into new development patterns, and providing a historic opportunity for high-precision industrial high-quality development in the rich Taiwan region.

  從全國看,我國經濟已進入高品質發展新階段,著力構建新發展格局,堅持創新驅動發展,加快發展現代産業體系,持續推出創新發展、高品質發展各項政策,有助於進一步釋放豐台區創新資源優勢,激發各類創新主體活力,全面塑造發展新優勢,為高精尖産業注入新動能。從北京看,全市以首都發展為統領,集中力量建設國際科技創新中心、加快“兩區”建設,打造數字經濟標桿城市,推動京津冀協同縱深發展,構建高精尖經濟結構,率先探索構建新發展格局的有效路徑,實施新一輪城南行動計劃,極大地拓展、增強了豐臺作為北京城市南部地區高速發展的新引擎、“四個中心”功能的集中承載地區、科技創新和金融服務的融合發展區的功能優勢,為豐臺高精尖産業發展提供了有力戰略支撐。從豐臺看,全區産業結構不斷優化、經濟發展品質不斷提升,進入核心産業創新突破和産業體系完善升級的重要拐點,以數字經濟為核心的新經濟新模式新業態不斷涌現,疊加高標準規劃建設南中軸地區和加快推進“五新”建設等重大契機,有助於全區産業培育新業態、構建新鏈條、打造新範式,鞏固高精尖産業結構。

  同時,全區高精尖産業綜合實力、發展水準與高品質發展的要求仍然存在差距:經濟規模總量小、地均産出水準偏低,與高精尖産業發展層級要求存在差距;創新研發投入強度不高、科研人員缺口較大,與高精尖産業發展創新要求存在差距;央地協作機制有待完善、龍頭企業對本地産業帶動能力亟需提升,與高精尖産業發展引領要求存在差距;産業配套存在短板,産業鏈韌性不強,與高精尖産業發展體系要求存在差距。也面臨著區域競爭不斷加劇,高精尖産業“突圍”難度增大;新舊動能轉換仍需時間,經濟下行壓力仍然艱巨等諸多挑戰。

At the same time, there remains a gap between the requirements of high-precision industries and high-quality development in the region: the economy is small in volume, the ground is low in quality, and there is a gap between low-precision and high-precision industry development; there is a gap between low-intellectual investment in new research and development; there is a gap between high-precision research and research staff and high-precision industry development; there is still a need for improved institutional mechanisms; there is an urgent need to upgrade the capacity of dragon companies to drive local businesses; there is a gap between the requirements of high-precision industry development; there is a gap between short-term, weak linkages and high-precision industry development systems.

  站在新的發展起點上,緊緊圍繞豐台區功能定位對産業發展的要求,主動對標和融入北京“十四五”高精尖産業發展藍圖,把加快構建高精尖産業結構作為全區經濟高品質發展的戰略支點。

At the beginning of a new development, the need for functional positioning around the rich areas for industrial development is tight.   深入貫徹黨的十九大和十九屆二中、三中、四中、五中、六中全會精神,堅持以習近平新時代中國特色社會主義思想為指導,深入貫徹習近平總書記視察北京系列重要講話精神,落實北京城市總體規劃和分區規劃賦予豐臺的功能定位,堅持穩中求進工作總基調,以推動高品質發展為主題,以深化供給側結構性改革為主線,以改革創新為根本動力,緊抓“兩區”建設歷史契機,深入推動新一輪城南行動計劃,全面提升産業綜合承載能力,打好産業基礎高級化、産業鏈現代化的攻堅戰,積極融入新發展格局,加快構建創新引領、協同發展、競爭力強的“2231”高精尖産業結構,加快推動高精尖産業動力變革、效率變革和品質變革,使豐台區成為首都發展的新空間、科技創新的主引擎和創新型總部經濟聚集區。

  全面推動高品質發展,加快建設科技創新和金融服務的融合發展區、具有國際競爭力的智慧製造創新區,打造引領首都南部地區發展新的增長極。到2025年,高精尖産業發展達到以下具體目標:

  規模結構明顯優化。到2025年,高精尖産業佔地區生産總值比重達到30%,高精尖産業成為全區經濟增長新引擎。
