01 法官保留SEC动议，以打击Telegram有关模糊性的辩护
美国联邦法官保留了美国证券交易委员会（SEC）的动议，以否决Telegram有关“避免含糊不清/缺乏通知”的辩护。此前根据日期为11月25日的一封信，SEC罢免了Telegram提出的辩护。11月26日，法官P. Kevin Castel法官下令将该动议保留14天，直到诉讼程序的发现期结束为止。据此前报道，SEC于10月初宣称，根据美国证券法，Telegram进行的17亿美元GRAM代币销售是非法的。11月12日，Telegram向纽约南区美国地方法院提起诉讼，要求法院驳回SEC针对其的诉讼。Telegram表示，法律没有充分定义“投资合同”的定义。

02 汇丰银行计划将200亿美元资产转移至区块链托管平台

04 彭文生：央行数字货币或将选择不付息模式 先替代现金而非微信和支付宝
光大证券首席经济学家彭文生发布专栏文章《央行数字货币能不能替代微信支付和支付宝？》，文章指出，央行数字货币怎么投放出去是个现实问题，我认为付息与否是关键。如果不付息，央行数字货币仅是替代现金，这个量会很小，而且完全是交易行为的结果。在那种情况下，估计会体现在央行负债端的变化，央行数字货币增加、流通中现金减少，或者是银行在央行的准备金减少，体现为要么替代现金，要么替代微信支付和支付宝。微信支付和支付宝和银行账户还是连在一起，最终体现在银行在央行的准备金相应减少。但如果央行数字货币支付利息，就会是新型的安全资产，个人和企业的需求量可能比较大。单纯靠央行负债端的自我消化、相互替代，保持整个资产负债表规模不变，那就不现实了。央行的资产负债表需要增加以满足非银行部门对央行数字货币的需求。如果中国央行成为世界上首个发行数字货币的央行，可能会比较谨慎，首选不支付利息的模式，因为付息的影响太大，包括需要考虑通过什么手段进行央行负债表的扩张，涉及到很多复杂的公共政策问题，尤其是货币和财政的关系，所以央行数字货币的第一步可能只是替代现金。(中国经济网)
